Brian P. McCartney, P.E., P.S.
President

Education: B.S.C.E. 1992, The Ohio State University
Registration: Professional Engineer, State of Ohio Professional Surveyor, State of Ohio

Expertise:
Mr. McCartney has been President of KEM since 1994 during which time the firm has realized a steady and healthy growth of both revenues and personnel. Brian believes strongly that to stay competitive in the consulting industry takes a commitment to constantly reinvest. This commitment is illustrated through KEM's state of the art office complex and technical support equipment. Our goal is to treat every client with the respect they deserve and provide them with the quality product they demand.

Brian began his career as a member of the KEM survey crew in 1983 and held many positions with the company from field survey to design. By working through the company from the ground up Brian gained a wealth of knowledge with regards to the plan preparation process and what it takes to keep a project on schedule and within budget. As President, Brian takes full responsibility for all KEM projects - "my father's name is attached to every job we do, and I take that responsibility very seriously."

James D. Mawhorr, P.E., P.S.
Vice President - Transportation Services

Education: B.S. 1974, University of Toledo
Registration: Professional Engineer, State of Ohio Professional Surveyor, State of Ohio

Expertise:
Mr. Mawhorr has extensive transportation design and construction experience dating back to 1974. Jim's background in the private sector, with a highway contractor, and in the public sector, with the Ohio Department of Transportation, provides a well-balanced background to ensure quality projects. The knowledge of building a project and administrating the contract documents provides a unique perspective that incorporates constructability into every KEM design. During his tenure with the Department of Transportation, Mr. Mawhorr was responsible for management of a $200 million dollar construction program, which included reconstruction of Interstate 71 in Ashland, Richland, Wayne, and Medina Counties.

Jim's responsibilities at KEM include: management of project delivery for roadway and structure plans, construction observation services and construction administration services for public and private customers. Jim's construction experience plays a key role in the development of KEM designs that are constructible and cost efficient.

Brian Sarratore
Construction Services Manager

Education: Lorain Community College, Western Michigan University

Expertise:
Mr. Sarratore has considerable experience in the construction industry dating back to 1978. Brian supervised the construction of 95 million dollars worth of highway projects while with the Ohio Department of Transportation. He also oversaw construction for the 13 million dollar District 3 Office Complex, which was completed ahead of schedule and under budget. Following his stay at the Ohio Department of Transportation, Brian went to work for a large contractor in Northeast Ohio as Construction Projects Manager. During his time in the private sector, Brian managed over 252 million dollars worth of major infrastructure improvement projects. Brian's responsibilities at KEM include: construction inspection and construction administration services for public and private customers. Brian's construction experience will provide our customers with the level of quality services that they have come to expect from KEM.

Christopher L. Boyd, P.E.
Project Engineer

Education: B.S. Civil Engineering, March 1973, Ohio State University
Registration: Professional Engineer, State of Ohio

Expertise:
Prior to joining KEM, Mr. Boyd was with the Ohio Department of Transportation during which time he was involved in all facets of highway construction projects. Chris has extensive construction contract administration and plan review experience including five IR-71 reconstruction projects and three projects for the relocation of US 30 in Richland and Crawford Counties. The estimated construction cost for these projects are in excess of 200 million dollars. Chris also has extensive experience with Local Let Projects, working closely with Local Agencies to ensure compliance with contract requirements and to monitor project progress. Chris's responsibilities at KEM include construction contract administration, constructability plan review, coordination of inspectors and monitoring of project progress and budgets to ensure that they are completed on time and within cost constraints as established by the owner.

Matt Hasel
Engineer in Training

Education:
Ohio Northern University, B.S.C.E., 2006

Registration:
Engineer Intern, State of Ohio

Expertise:
Prior to joining KEM, Matt had two years of post graduate experience with the Ohio Department of Transportation, District Three. Matt started in ODOT's Engineer in Training program and after completion, he worked in both the Construction and Planning Departments. While in Construction, Matt worked on a resurfacing project and the I-71/I-76 Interchange Reconstruction Project located in Medina County. His primary duties on both projects were construction inspection and materials management. While working in Planning, he was primarily responsible for writing and organizing scopes for projects in the near and distant future.

During school, Matt worked a total of five summers in the construction field for two private contractors and the Lorain County Engineer's Highway Department. During which time Matt gained valuable field experience in highway construction, common highway maintenance practices, and both residential and commercial site development. He is currently taking surveying classes so that he can take the Fundamentals of Surveying Exam in the future.

Matt's responsibilities at KEM include: construction inspection, materials management, and other construction and engineering services for both private and public clients. His experience in both the public and private sectors helps us to provide our customers with the quality services they have come to expect from K.E. McCartney and Associates.

Wayne Spencer
Head Inspector

Education:
Lorain County Community College - Associate Degree of Applied Science Major: Civil Engineering Technology

Experience:
Head Inspector: (1997 to current). Duties include supervision of inspection services, preparation of monthly reports. Coordination of projects with O.D.O.T., material testing and pay estimates.

Area Supervisor / Lorain County Regional Area: (1988 to 1997). Assigned supervisors, engineers, and inspection staff to various projects. Attended pre-construction and monthly project progress meetings. Provided technical assistance to project engineers and supervisors. Served as liaison between project supervisors and district construction engineer. Analyzed and negotiated settlements for contractor's claims and disputes. Interpreted contract plans, proposals and specifications when further clarifications were required. Reviewed and drafted correspondence to the administrator of construction projects.

Project Supervisor: (1971 to 1988). Duties encompassed all facets of inspection and administration including supervision of subordinate inspectors, preparation of monthly reports (including pay estimates), and assurance that materials incorporated in the project testing requirements.
Inspector: (1967 to 1971). Inspected all phases of project including structures, rigid and flexible pavement, earthwork, drainage, and miscellaneous roadway items.

Greg Palmer
Inspector

Education:
ACI Concrete Field Testing Technician - Grade 1
Aggregate Level II

Experience:
Mr. Palmer has over 30 years experience with the Ohio Department of Transportation covering all phases and types of construction including structures, concrete, asphalt, pipe, and earthwork.  Greg's responsibilities at KEM include construction observation for bike/walking trail and roadway projects.

Dale Laczko
Inspector

Education:
Cleveland State University, B.S.C.E.

Experience:
Mr. Laczko has extensive construction experience, including 30 years with a heavy highway contractor as project superintendant. Dale coordinated all phases of construction activities for major highway reconstruction projects in northern Ohio. Work items included structures, earthwork, drainage, rigid and flexible pavements and miscellaneous roadway items. A majority of the project work was contracts with the Ohio Department of Transportation and Cleveland Regional Transit Authority. His experience in the private sector, working directly with public contracts, provides an excellent background to ensure construction procedures are in compliance with specifications.
