Mr. McCartney has been President of KEM since 1994 during which time the firm has realized a steady and healthy growth of both revenues and personnel. Brian believes strongly that to stay competitive in the consulting industry takes a commitment to constantly reinvest. This commitment is illustrated through KEM's state of the art office complex and technical support equipment. Our goal is to treat every client with the respect they deserve and provide them with the quality product they demand.
Brian began his career as a member of the KEM survey crew in 1983 and held many positions with the company from field survey to design. By working through the company from the ground up Brian gained a wealth of knowledge with regards to the plan preparation process and what it takes to keep a project on schedule and within budget. As President, Brian takes full responsibility for all KEM projects - "my father's name is attached to every job we do, and I take that responsibility very seriously."

Prior to joining KEM Mr. Newcome was with the Ohio Department of Transportation during which time he was involved in all facets of the highway industry including: Roadway Design, Maintenance of Traffic, Traffic Control, Survey Supervisor and Consultant Liaison. Cecil spent the last eight years with ODOT in the Real Estate Area as Real Estate Manager and Major New Projects Manager in District #3. Cecil's current responsibilities at KEM include right of way acquisition services.

Expertise:
Mr. Donahue's experience at KEM dates back to 1994 and includes title research, right of way plan design, preparation of boundary surveys and legal descriptions, construction observation and miscellaneous right of way acquisition services. Pat's construction experience includes utility identification, interpreting and enforcing contract documents, equipment inspection, start-up and recording daily construction progress, filling out miscellaneous O.D.O.T. inspection forms, all aspects of roadway observation and bridge inspections. Pat is also responsible for the preparation of annexation plats, ALTA surveys, easement plats, legal descriptions, topographic surveys, and field survey staking coordination.

Jim's responsibilities at KEM include construction observation for roadway, sanitary sewer, storm sewer and water distribution projects.

Mr. Stahlheber's experience in drafting, surveying, inspection, and utility coordination dates back to 1970. Tim's duties at KEM include: project utility coordination which entails contacting the Ohio Utility Protection Service and utility owners so that KEM field crews can locate existing utilities and office personal can accurately identify them on the plans as well as negotiating utility conflicts and relocations. Tim was also a former survey party crew chief with extensive field experience and was drafting instructor for six years at North Central Technical College, Mansfield, Ohio. Tim's construction background includes alignment of water/sewer lines, interpreting and enforcing contract documents, equipment inspection, project start-up, miscellaneous O.D.O.T. inspection forms, and all aspects of roadway and underground utility construction.

Mike Kissel

Expertise:
Mr. Kissel has extensive experience including field instrument downloading and layout of existing topography from field data and aerial photography. Layout of proposed sewers including force mains, laterals, lift stations and all details, construction staking and layout. Layout of surface modeling, as-built plans, existing and proposed plan profiles and cross-sections. Additional duties include managing the computer network, hardware, software and data storage.
