K.E. McCartney & Associates, Inc. (KEM) is a full service civil engineering and surveying firm operating since 1978. Over this period, a heavy emphasis has been placed on transportation planning and design; construction administration and inspection; water/wastewater collection and treatment, storm water management; site development, and land planning. KEM also offers right of way planning and acquisition services including negotiation, appraisal, appraisal review, title search, and closing services. KEM has offices in Mansfield and Elyria, Ohio.
KEM;s principal shareholder is Brian P. McCartney, P.E., P.S. who assumed the role as president in early 1994 with the passing of his father and company founder Kenneth E. McCartney. Since 1994, Brian has guided KEM through a period of substantial change culminated by the design and construction of a 7,900 sq. ft., state of the art, office complex.
KEM provides its valuable clients with quality services at an affordable price. A key part of KEM's operating philosophy is communication. We want to make sure that each client clearly understands the services we are providing, the time it will take to complete and the fees associated with the effort. Should any of these items change during the course of plan development it is equally important to inform the client as to why the change has taken place and how it will effect the project, in a concise and timely manner. It is this philosophy of taking care of our clients, providing clear communications and supplying quality engineering and surveying services, that has made KEM a successful engineering firm.
KEM is EDGE Certified and has been prequalified by O.D.O.T. since 1978. A majority of all projects completed by KEM are administered through Federal, State, Local or O.P.W.C. (Issue I) funds. KEM has a solid track record of providing professional engineering services within the costs and time schedules stipulated in our proposals and agreements.
