Collection And Treatment Project

Sugar Grove Lake is a lake development with very small lots. Over the years on-lot wastewater treatment facilities have failed with discharges from the malfunctioning systems ending up in the lake. In fact the conditions were so bad the Owner of this subdivision breached the dam and drained the lake. The Crawford County Board of Health directed the Crawford County Commissioners to assist in the cleanup of said area. The Crawford County Commissioners then contracted K.E. McCartney & Associates, Inc. (KEM) to prepare a Preliminary Engineering Study evaluating alternative wastewater collection and treatment systems available for Sugar Grove Lake, along with cost estimates and to determine possible funding sources.
Alternative Collection Systems included:
• Low Pressure Sewer System (LPSS)
• Septic Tank Effluent System (STEP)
• Conventional Gravity Collection System with Lift Station.
Alternative Wastewater Treatments included:
• 10,000 GPD Precast Package Wastewater Treatment Plant
• Biofilter System consisting of primary settling, anerarobic digestion followed by dosing, peat filter, chlorination, dechlorination and finally discharge to the Olentangy River.
Capital Costs and operation and maintenance cost estimates were prepared for all alternatives, and total annual cost prepared. The recommended alternatives included the gravity sewer collection system with lift station and precast package wastewater treatment plant.
After reviewing the Preliminary Engineering Study, the County Commissioners approved the project and authorized KEM to produce final design drawings and specifications. The design drawings and specifications were completed and submitted to the Northwest District Office of Ohio EPA for a PTI and NPDES permits.
Subsequent to receipt of the PTI and NPDES permits,
the Crawford County Commissioners authorized KEM to:
1. Prepare all easements required for the project.
2. Prepare request for proposals to provide soil borings.
3 Assist the County with obtaining bids for the project.
4. Provide contract administration services after receipt of bids.
5. Prepare all necessary environmental documents to construct the project.
